Disable Fast Startup via Registry Editor

Press Win+R, type in regedit and hit Enter to open the Registry Editor.Go to HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > SessionManager > Power.Set the value of HiberbootEnabled to 0.
